Update on Rehabilitation of Bridges and Elevated Roads near Eastern Avenue and Adelaide Street East

The City of Toronto is rehabilitating the following bridges and elevated roads near Eastern Avenue and Adelaide Street East: Eastern Avenue Bridge, Don Valley Parkway Off Ramp over Don River , Richmond Street East Bridge over King Street East, and Adelaide Street Bridge over King Street East.

Starting in October 2025, the southbound DVP off-ramp to Richmond Street will be fully closed until Spring 2026.

This information is being provided here due to the current labour dispute between Canada Post and the Canadian Union of Postal Workers which is preventing the delivery of flyers/neighbourhood mail to neighbouring residents. TRANSITION TO STAGE 4 WORK

In October 2025, the project will transition from Stage 3 to Stage 4, which includes the closure of the southbound DVP off-ramp to Richmond Street. The transition will occur over approximately four to six nights, from 11 p.m. to 5 a.m. During this time, activities will include line painting and relocating traffic control measures, such as temporary concrete barriers, fencing and signage. Efforts will be made to conduct the work as quietly as possible, however there will be some moderate noise during the transition period generated by large vehicles, backup alarms and the loading and unloading of materials. Throughout the four- to six-night transition period, the following nightly full road closures are anticipated: •DVP northbound on-ramp at Eastern Avenue•Richmond Street from Eastern Avenue to Power Street•Adelaide Street from Parliament Street to Eastern Avenue•Eastern Avenue from Sumach Street to Broadview Avenue

STAGE 4 TRAFFIC RESTRICTIONS

From October 2025 until Spring 2026, the following lane closures will be in place for Stage 4: •The southbound DVP off-ramp to Richmond Street will be fully closed•One eastbound lane on Eastern Avenue will be closed between Sumach Street and BroadviewAvenue•Richmond Street will be reduced to one lane at Eastern Avenue•Intermittent overnight DVP lane and ramp closuresThere will also be intermittent traffic disruptions to St. Lawrence Street, Lower River Street, and Bayview Avenue throughout this stage. STAGE 4 NOISY DEMOLITION WORK

Stage 4 will require noisy demolition work, including asphalt removal, saw-cutting, and concrete chipping and breaking. All construction activities, including demolition, are permitted 24 hours a day, 7 days a week. The demolition work is expected to be complete by February 2026. The City will make efforts to complete demolition activities during the day, however, demolition in certain locations, including over the rail tracks, Don River and Don Valley Parkway, must be completed overnight to accommodate Metrolinx restrictions and DVP lane closure restrictions. WHAT TO EXPECT DURING CONSTRUCTION

You may experience dust, noise, and other inconveniences. The City will make efforts to reduce impacts. We appreciate your patience.

  • Work Hours: Work is permitted 24 hours a day, Monday to Sunday, including holidays.
  • Overnight Work: Some tasks will require overnight work. Timelines for overnight work will be communicated on the project website listed below and through subscriber email updates. Visit the project web page listed below to subscribe to receive email updates.

    During overnight work, construction impacts and noise levels are expected to be similar to daytime construction activities. You may expect that there will be some noise from reversing trucks, saw-cutting, jackhammering, and/or loading of materials into trucks for disposal.
  • Traffic Management: The southbound DVP off-ramp to Richmond Street will be fully closed during construction as the ramp is too narrow to allow traffic and construction work at the same time. Congestion and delays are expected.

    To help keep traffic moving, the City will:
    • Post advance warning signs on major roads, the DVP, and Highway 401.
    • Adjust traffic signal timing across a wide area, with further changes based on real-time monitoring and feedback.
    • Monitor traffic cameras to identify problem areas and make improvements where possible.
    • Suspend non-emergency utility and street work on key routes.
    • Place traffic agents at critical intersections. 
    • Apply temporary turning restrictions where needed.

Travellers are advised to take transit if possible, leave early and plan your route ahead of time.

At least one lane on Eastern Avenue, Richmond Street East and Adelaide Street East will remain open in each direction. Access for emergency vehicles will be maintained at all times.

  • Pedestrian & Cyclist Access:
    • The multi-use trail on Bayview Avenue will remain open but will be narrowed and bi-directional in the vicinity of the bridges to accommodate construction. Please slow down and yield to northbound cyclists through this section of the trail.
    • The multi-use trail on the south side Eastern Avenue will be open for use starting October 2025. Access to the trail eastbound is via the pedestrian ramp at Lower River Street and westbound on Eastern Avenue west of the DVP On-Ramp.
    • When the Lower Don River Trail reopens, construction activities will continue with accommodation for trail users.
  • Farmers Market: The construction work will allow for the Underpass Park Farmers Market to continue to operate from May to October.

  • Accessible Accommodation: The City's Contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible.
