The City activates four warming centres when temperatures reach minus five degrees Celsius or colder, or when Environment and Climate Change Canada issues a winter weather event warning.
These centres are spread across the city:
- Fred Victor, 75 Elizabeth Street (60 spaces)
- Christie Ossington Neighbourhood Centre, 136 Spadina Road (23 spaces)
- Dixon Hall: Willowdale Baptist Church, 15 Olive Avenue, North York (48 spaces)
- City of Toronto: St. John the Divine Anglican Church, 885 Scarborough Golf Club Road (46 spaces)

In addition to these warming centres, the City’s Winter Services Plan for People Experiencing Homelessness opens additional spaces in the shelter system and new 24-hour winter respite sites, extends hours at several drop-in programs, and enhances street outreach during periods of extreme cold.
