238 - 280 Wellesley Street East & 650 Parliament Street Update
In 2018, the City has received a development application at 238 - 280 Wellesley Street East & 650 Parliament Street. Following some revisions to the initial application, my office asked the applicant and City Planning to report back to the community and get some further feedback on the plan.
The proposed development is for three new buildings a 58-storey mixed-use condominium building with 4,060 square metres of non-residential uses in the lower floors and 741 dwelling units, a 21-storey purpose-built rental building with 287 dwelling units with 310 square metres of community space, and a 9-storey purpose-built rental building with 81 dwelling units.
The proposal also includes 18 replacement rental units, of which the exact location remains to be determined. A 3,135 square metre parkland conveyance, plus a 772 square metre Stratified Public Park Area and enhanced open spaces with a range of programming across the site are proposed. A new public street, which would extend Rose Avenue through to the northern boundary of the site and a series of private streets across the site are proposed.
The proposal includes modifications to the layout and uses within the existing buildings to create new amenity and non-residential spaces, which would result in the loss of 18 existing rental dwelling units that would be replaced elsewhere within the site as determined through the development review. The remaining 2,251 rental dwelling units are proposed to be retained, along with 1,828 square metres of existing non-residential space. The existing and proposed buildings would result in 3,360 dwelling units with a gross floor area of 231,028 square metres, and 6,198 square metres of non-residential gross floor area, for a total gross floor area of 237,226 square metres across the site.
