Help Shape the Future of Street Vending and Performing in Toronto

The City of Toronto is reviewing its street vending and street performing bylaws to support vibrant food and entertainment culture in the city, create more opportunities and make the rules clearer and easier to follow. Share your suggestions by completing a short online survey by Tuesday, September 30 or attending an in-person public consultation on Wednesday, September 10 at 6:00pm at Metro Hall (55 John Street) or a virtual public consultation on Monday, September 22 at 10:00am.

What are the rules for street vending and street performing?

In Toronto, all street vendors and street performers need a licence to operate. Those who operate on streets or sidewalks may also need a permit. These licences and permits are regulated through three separate bylaws in Toronto: the Street Vending Bylaw, Licensing Bylaw, and Streets and Sidewalks Bylaw.

How will the City use my feedback?

As part of the review, the City will consult with street vendors, performers, business improvement areas, relevant businesses and the public. Input from consultations will inform a staff report on proposed bylaw changes, expected to be discussed by Committee and Toronto City Council later in 2025. Find more information and register to attend the public consultations on the City’s Street Vending Bylaw Review webpage.

More than 130 residents participated in community safety meetings hosted by my office and Toronto Community Housing (TCHC) this spring in St. James Town and Moss Park. The meetings brought together residents, TCHC staff, Toronto Police Service, the City's Violence Intervention and Support Unit, Fred Victor, and Unison Health and Community Services to discuss local safety concerns and identify solutions.
