Corktown Off-Leash Area Update

Many residents have been eagerly anticipating the arrival of the new off-leash area (OLA) in Corktown southwest of Underpass Park. While originally planned to open in two phases, City staff have determined that the most efficient method is to do the park in a single phase, which will allow it to open in 2026 rather than 2028 as originally planned

Many residents have been eagerly anticipating the arrival of the new off-leash area (OLA) in Corktown southwest of Underpass Park. While originally planned to open in two phases, City staff have determined that the most efficient method is to do the park in a single phase, which will allow it to open in 2026 rather than 2028 as originally planned.

The new DOLA will be located in Underpass Park West, on the north side of Eastern Avenue and the Rolling Mills Road intersection. It will be complete with artificial turf, a fence and gates, and a water filling station.

Transportation Services and Engineering Construction Services will soon begin rehabilitation work on the Eastern/Adelaide overpass. Because the new DOLA will be located underneath the bridge, Parks Forestry and Recreation has been working with Transportation Services and Engineering Services and have  determined the best path forward would be to construct of the OLA following the rehabilitation work. The team currently plans to start construction in 2025 and finish the project by spring 2026, dependent on the completion of the rehabilitation project in summer 2025.

With the respiratory virus season underway, Toronto Public Health is strongly encouraging residents to use all available layers of protection to reduce respiratory virus spread, protect themselves and those who are most vulnerable, such as young children and older adults. Each layer of protection adds up and works best when used together, especially when respiratory virus activity is high.

In 2026 & 2027, revitalizing Downtown Toronto is tied to revitalizing Downtown East – but, troublingly, the City Budget calls for an almost 50% cut to the Downtown East Action Plan.
Together we need to raise the alarm, take action, and stop the cut because the Downtown East Action Plan is the key to transforming and revitalizing Downtown Toronto – both physically and economically.
