Dundas and Sherbourne Community Action Plan

The Dundas and Sherbourne Community Action Plan is part of the City's broader Dundas–Sherbourne Neighbourhood Revitalization Plan, which focuses on creating social and economic equity as the neighbourhood grows and develops. Working with the Moss Park Coalition, this plan brings together residents, agencies, and service providers committed to safety, wellbeing, and inclusion. 

Together, these efforts are helping ensure that revitalization in Moss Park is grounded in equity, collaboration, and lived experience. By recognizing the strengths that already exist in the area and building on them, the Community Action Plan helps guide new investments, programs, and partnerships that respond to local needs.

 My office has also refreshed the Moss Park Safety Network to re-establish community leadership, identify new safety priorities, and strengthen coordination among residents, and stakeholders. Included in the network is Unison Health and Community Services, Toronto Community Housing, and the City’s Community Crisis Response Program.

At the most recent Moss Park Safety Network meeting, participants discussed priorities such as improved lighting, increased community safety patrols, and addressing problematic alleyways. This work also connects directly to the Downtown East Action Plan, which addresses complex and long-standing challenges such as poverty, homelessness, mental health, and substance use. Together, these plans aim to create safer streets, better access to housing and supports, and a stronger sense of community across the downtown east.

As part of the Dundas and Sherbourne Community Action Plan, a  Community Advisory Circle and a People With Lived Experience Advisory Group have been established to ensure that residents’ voices directly shape the process. The plan is designed as a living document, one that will continue to grow and adapt as community priorities evolve.

At the same time, we must approach the issue of encampments with compassion and a focus on long-term solutions. Recent discussions at City Council have highlighted the challenges we face in balancing these priorities. In this update, I’ll share the latest developments, the steps we’re taking to address encampments near sensitive areas, and how we can work together to create a safer, more inclusive city.

Wishing everyone peace and joy this holiday season. As winter settles in, may we find time to recharge, stay connected, and continue showing up for one another, our schools, and our communities. While the province continues to pass legislation like Bill 33 that harms our children, we need everyone rested and ready to fight back.

Toronto’s Downtown East is a vibrant yet deeply complex community, where the intersection of health, homelessness, and justice presents unique challenges. As we approach the end of the year, the Downtown East Leadership Table convened to discuss critical issues, share updates, and strategize solutions for 2026. From the closure of safe consumption sites to the growing strain on harm reduction services, the conversation highlighted the urgent need for enhanced coordination, community education, and systemic change. This update summarizes key insights from the meeting and explores actionable steps to address the pressing needs of our neighbourhoods.
