Toronto Centre is home to six subway stations and three future Ontario Line stations, and that means you are likely within a Major Transit Station Area (MTSA). Provincial policy that has sought to intensify neighbourhoods near MTSAs has driven significant intensification across the downtown, including areas that hte City has historically not seen much growth within.
In August 2025, the Minister of Municipal Affairs and Housing approved new planning policies to increase permitted housing around 25 MTSAs and 95 Protected Major Transit Station Areas (PMTSAs) across Toronto. The City is now working to update its zoning to match the new policies. The zoning changes will be rolled out in parts of Toronto that are within approximately a 10-minute walk radius (500–800 metres) of the MTSAs and PMTSAs. These new permissions can unlock more housing, support business growth, generate jobs and neighbourhood services and create complete communities.
Public engagement sessions
As part of this work, the City is inviting residents to learn more about the provincial decision and the proposed zoning changes to implement that decision, and to ask questions and provide feedback. City staff will host six virtual and in-person public engagement sessions starting from Wednesday, January 21 to Thursday, February 12. Attendees can hear about and share their thoughts on:
- design elements for future development such as building height and massing;
- implementation approaches for increased densities while supporting the City’s objectives for building design, public space, and sustainability; and,
- detailed boundaries where MTSA and PMTSA zoning standards apply.

Through this process, City staff will take steps to help ensure the zoning for new housing fits into existing neighbourhoods while paving the way for accessible homes that meet the needs of Torontonians.
