Keep Leaves Off Roadways to Help Prevent Flooding

The City has launched its annual Leaf Maintenance program, which will run until mid-December, depending on weather conditions. Fallen leaves can block storm drains, leading to flooding on streets and private property. The City collects leaves from public spaces only. Residents should never rake or dump leaves onto roads or sidewalks, as this creates hazards and may result in a $200 fine. What is the City’s Leaf Maintenance program? 

The City of Toronto conducts annual leaf maintenance to keep roads safe and prevent flooding. This year, operations were delayed by one week due to mild weather, allowing leaves to fall for more efficient collections and/or removal. Crews are manually clearing leaves and using street sweepers to collect them from public areas such as roads, boulevards, ditches, and culverts. Leaves on private property are not part of this program. Residents are encouraged to leave leaves on their lawns to enrich soil, protect plants, and provide shelter for insects that support biodiversity. 

Residents must not rake, blow or dump leaves onto sidewalks, ditches or roadways because doing so: 

  • Creates safety hazards for drivers, cyclists and pedestrians; 
  • Blocks catch basins, causing flooding and property damage; and
  • Violates city by-law (Chapter 743, Section 9) and may result in a $200 fine.

More than 130 residents participated in community safety meetings hosted by my office and Toronto Community Housing (TCHC) this spring in St. James Town and Moss Park. The meetings brought together residents, TCHC staff, Toronto Police Service, the City's Violence Intervention and Support Unit, Fred Victor, and Unison Health and Community Services to discuss local safety concerns and identify solutions.
