Participatory Budgeting Project Update - November 2025

Participatory Budgeting has been a long-term project from my office since 2023. Following the lead of Councillor Shelley Carroll, Ward 13 is the first downtown ward to have this type of resident engagement style community project. Each year, we select different neighbourhoods to participate. Today, I’m glad to bring you updates on recent successful projects that are being or have been installed in our neighbourhoods.

Beautified Garbage Receptacles in St. Lawrence Neighbourhood

In 2023, the community voted to allocate $20,000 in Section 37 community benefits to initiate a pilot project aimed at enhancing the appearance of our streets. As part of this pilot, six garbage receptacles were strategically selected in collaboration with the Old Town Toronto Business Improvement Area, Transportation Services, and my office to beautify otherwise bland street garbage bins.

St. Joseph Curb Extensions from Bay Street to Yonge Street 

Residents of St. Joseph Street reached out to us with an idea to stop speeding cars from using this small street as a shortcut from traffic. The community voted through participatory budgeting to allocate $150,000 in section 37 community benefits to improve the safety and aesthetics of St. Joseph Street.

The project will replace temporary streetscape elements like planters with concrete curb bump-outs, allowing for additional seasonal planting and better rainwater drainage. This initiative addresses both beautification and pedestrian safety. Construction began in October and is expected to be completed by mid-November. Winchester Park Four Season Community Mosaic  

As part of Participatory Budgeting 2024, the community voted to allocate $75,000 in section 37 community benefits to install four pebble stone mosaics at each corner of Winchester Park, along with seating. My office partnered with Redefine Arts, which engaged community members across St. James Town and Winchester Park, as well as nearby public schools, to participate in creating the mosaics.

Each corner represents a different season of the year in the shape of a constellation. The installation process brought community members together to celebrate the space and learn about it. Wellesley Station Mural Project

Long anticipated, the community voted through participatory budgeting to allocate $80,000 in section 37 community benefits to decorate the blank space above Wellesley Station with a colourful art piece to beautify the neighbourhood. This project was completed by STEPS Public Art in June 2025, in consultation with my office, the Church Wellesley Neighbourhood Association, the Church-Wellesley Village BIA, and Pride Toronto. Latest posts

More than 130 residents participated in community safety meetings hosted by my office and Toronto Community Housing (TCHC) this spring in St. James Town and Moss Park. The meetings brought together residents, TCHC staff, Toronto Police Service, the City's Violence Intervention and Support Unit, Fred Victor, and Unison Health and Community Services to discuss local safety concerns and identify solutions.
